General named to head US Afghan force OKs drawdown (AP)

WASHINGTON ? The Marine general tapped to take over as the top U.S. commander in Afghanistan told Congress on Tuesday that he supports President Barack Obama's decision to withdraw U.S. reinforcements by next September.

Under questioning by members of the Senate Armed Services Committee, Lt. Gen. John R. Allen said he had no say in the internal deliberations that led to the decision announced by Obama last week to withdraw 10,000 U.S. troops by the end of this year and as many as 23,000 more by September 2012.

"Although I was not a participant in those discussions," Allen said, "I support the president's decision and believe that we can accomplish our objectives."

Allen said the drawdown will impress on Afghan leaders that they must urgently grow the number and capabilities of their own security forces to take over as U.S. troops leave. All foreign combat forces are to be gone by the end of 2014.

A leading critic of Obama's decision, Sen. John McCain, the ranking Republican on the committee, said the drawdown schedule poses unnecessary risks to the security gains that have been made over the past year.

"At the moment when our troops could finish our main objective and begin ending our combat operations in a responsible way, the president has now decided to deny them the forces that our commanders believe they need to accomplish their objective. I hope I am wrong," McCain said.

The Arizona Republican asked Allen whether Obama's decision will make his job harder or easier. Allen said he could not give a meaningful answer because he has not yet been confirmed by the Senate, but he noted that the schedule set by the president is "a bit more aggressive than we had anticipated."

In written responses to the committee prior to his hearing, Allen warned that success in Afghanistan is threatened by a significant lack of military trainers and mentoring teams for the Afghan Army and police.

Allen's hearing comes less than a week after Obama laid out his plan to withdraw 10,000 troops by the end of this year, and another 20,000-plus by the end of next September.

Gen. David Petraeus, the man Allen will replace if confirmed by the Senate, told Congress last week that he had recommended a more gradual withdrawal. Adm. Mike Mullen, Chairman of the Joint Chiefs of Staff, said Obama's plan was more aggressive than he considered prudent.

Allen voiced none of that criticism in committee documents obtained by The Associated Press.

"I believe this reality sends an important message of commitment to the Afghan people, as well as a sense of urgency that the Afghans must take on more responsibility for securing their own country," he said in the questionnaire.

He repeated military assertions that the insurgents' momentum has been stopped in most of the country, and reversed in many key areas. And Allen also predicted more tough fighting ahead.

At the same time, the Marine officer acknowledged a number of critical challenges the U.S. faces in Afghanistan, including the lack of trainers. He said there is currently a shortfall of nearly 500 trainers, and a need for more than 200 mentoring teams for both the Army and the police.

As the Afghan security forces continue to expand, he said, the shortfalls will be more difficult to meet. And Allen said that filling the gap would be critical to the success of the overall operation.

Significant challenges remain in Afghanistan, Allen said, adding that the Taliban will try to recover lost ground in the south and southwest, and that insurgent groups like the Haqqani network will continue to wage high-profile attacks.

He also echoed ongoing concerns about difficult relations with Pakistan, which have dramatically eroded since the U.S. SEAL team raid in early May that crossed deep into Pakistan, infiltrated a walled compound and killed Osama bin Laden.

If confirmed, Allen said he would work to improve the military relationship with Pakistan and try to expand cross-border operations, particularly along the rugged eastern region where militants routinely cross into Afghanistan to attack coalition forces.

In other comments, he said the military is still struggling to meet the needs of special operations forces in Afghanistan, particularly those training the Afghan police and working to stabilize villages. There aren't enough helicopters or aircraft for the special operators, and as the number of teams doing the training and stability operations grows, those needs will escalate. The teams, he said, will also need more surveillance capabilities and equipment to clear roads.

"I expect requirements for special operations enablers to increase as the conventional force footprint is reduced in Afghanistan," Allen said. A key priority, he said, will be to insure they have the equipment they need, especially so they can get injured troops evacuated quickly.

Allen, who would get promoted to four-star general to take the command job, has been serving as the deputy commander at U.S. Central Command in Tampa and earlier this month moved to become a special assistant to Mullen.

But he is best known for his role in the stewardship of the Anbar Awakening ? the ultimately successful campaign by Marines in western Iraq to encourage Sunni tribesman to turn against al-Qaida and align with American forces. Allen served as the deputy commanding general of Marine forces in the west from 20-2008.

If he is confirmed by the Senate, he will be the fourth general to take on the difficult command post in Afghanistan in the past two years.

And he will step into the complex task of realigning U.S. forces across the country as they slowly transfer security control to the Afghans. There are about 99,000 U.S. troops in Afghanistan.

For Virginia baseball coach Brian O'Connor, all roads have led to Omaha

CHARLOTTESVILLE, Va. ??As a child, Brian O'Connor could look out the window as the family car rolled up I-29 through the Missouri countryside, back into Iowa, and see the signs telling him he was heading toward Omaha, Neb.

His entire life, all roads have led to Omaha.

He was born there, grew up across the Missouri River in Council Bluffs, Iowa, and played college baseball for hometown Creighton. This weekend, his Virginia Cavaliers are back in Omaha for their second College World Series, where they will open against California on Sunday at 2 p.m.

In the late 1970s and early ?80s, O?Connor?s father, John, would take his three boys on the three-hour drive down to Kansas City where they watched the Royals in their heyday.

?I grew up a Royals fan,? O'Connor said, his face lighting up in a smile as he stood along the third baseline at Virginia?s Davenport Field, not far from where the Cavaliers dogpiled in celebration a few days earlier.

?My dad took us to Kansas City all the time for games. We watched players like George Brett and those clubs that they had, but at that age I never thought I?d be in the position that I am.?

Maybe it was done subconsciously then, but three decades later O?Connor, who turned 40 in April, is the head coach of a Virginia Cavaliers program that?s become one of the best in the nation. It?s a ballclub not unlike the Royals of his youth, a team built for a home park with a deep fence and spacious power alleys.

The Cavaliers (54-10) don?t hit many home runs ??24 this season ??but boast a staff of gutty, cerebral pitchers and the lineup sprays timely hits all across the outfield.

And wouldn?t Brett have been impressed Monday when Virginia used three singles up the middle in the bottom of the ninth Monday to beat UC Irvine and advance to the CWS?

As O'Connor got older, the College World Series became a bigger part of his makeup. He?d cross the bridge into Omaha and buy a seat at Rosenblatt Stadium. Cliff Gustafson?s Texas Longhorn teams played in the CWS 12 times between 1972 and 1989 and O'Connor was in the stands, taking mental notes.

?I really admired the Texas program,? he said. ?At that time they were the model of consistency. In putting our plan together to have success at Virginia, you look at programs like that.?

Even after pulling off his blue baseball cap, O'Connor hardly ever has his salt or pepper hair out of place. When he was studying marketing and business at Creighton, people thought maybe he?d become an executive at Berkshire Hathaway and today even in a baseball uniform he looks and sounds the part.

?Brian never came to me and said he was going to be a coach,? Chicago Cubs general manager Jim Hendry said. ?But I can tell you one thing, after a short period of time in the dugout it was clear he was going to be really good at something down the road. He was, to me, the can?t-miss kid.?

Hendry will be in Omaha this weekend not only to watch his friend and prot?g? go for a national championship, but also to celebrate the 20th anniversary of Creighton?s only CWS team. Hendry was the Bluejays? coach, O'Connor the closer.

Hong</p> <p>Firefighter Rigoberto Torres, of Orange Cove, Calif., walks along the road while watching a flame during the Wallow fire in the Apache-Sitgreaves National Forest near Springerville, Ariz., Tuesday, June 7, 2011.</p> <p>Officials are hoping their efforts overnight will keep a mammoth forest fire from cresting a ridge and racing into two eastern Arizona towns, giving firefighters the upper hand on the 11th day of what has proved to be an overwhelming battle. </p><p>About half of the 4,000 residents who call Eagar home were forced to leave Tuesday afternoon as flames from the Wallow fire licked the ridges surrounding the area. Residents in the rest of Eagar and in neighboring Springerville grew worried as they awaited word of whether they will have to flee, too. </p> <p>"Everybody that's here is suffering from anxiety from this," Apache County Chief Sheriff's Deputy Brannon Eagar told residents who gathered for a public meeting Tuesday night. </p><p>"We never thought we'd see this roll over the hill, but it's here and we're going to deal with it the best that we can. Some people are frustrated, and I can understand that, and I'm sorry," he said. </p><p>As daylight waned Tuesday, cars, trucks and trailers loaded with belongings streamed out of Eagar as sheriff's deputies and police officers directed traffic. Flames dotted a ridge on the southeastern side of Springerville, and columns of orange smoke rose from the hills. Ash rained from the sky, which was filled with thick smoke, and when the sun peeked through, it was blood-red. </p><p>Crews worked feverishly overnight to ignite unburned areas of grass and other fuel to starve the fire in case it burned over the ridge and into the grasslands and stands of trees that border the two towns. </p><p>"Right now, it's not moving as fast," fire commander Joe Reinarz said. "This is our chance. When we get it down here in the pinon and juniper and the grasslands, we can make a lot of advances on getting a corral around this thing." </p><p>The blaze has burned 486 square miles of ponderosa pine forest, driven by wind gusts of more than 60 mph, since it was sparked May 29 by what authorities believe was an unattended campfire. Now more than twice the size of Chicago, the fire became the second-largest in Arizona history Tuesday. </p><p>No serious injuries have been reported, but the fire has destroyed 10 structures so far. It has cast smoke as far east as Iowa and forced some planes to divert from Albuquerque, N.M., some 200 miles away. </p><p>By late Tuesday, the flames were about two miles from Springerville and Eagar, fire officials said. The blaze did skirt around Greer because crews were able to keep it out of the canyons surrounding the small resort town. </p><p>Along with the back burns overnight, crews Wednesday planned to continue scraping away brush and trees to create a barrier around Springerville and Eagar. More fire personnel and police were also expected to descend on the area, known as Round Valley. </p><p>Thousands of firefighters, including many from several western states and as far away as New York, are already helping. </p><p>Dozens of them worked Tuesday alongside a stretch of U.S. 191 about two miles outside of Springerville, burning vegetation along one side of the highway to keep the approaching fire from jumping across and heading into town. Other crews removed brush from around homes near the foothills. </p><p>Angie Colwell, her husband Mike and their two children were loading up their belongings as authorities ordered their Eagar neighborhood to evacuate. </p><p>"We love the mountains and we're just afraid of what's going to be left after the fire comes through," the longtime resident said. </p><p>The Apache County sheriff's office issued the evacuation order for areas south of state Route 260 and east of Greer just before 4 p.m. The highway was closed after the evacuation, and patrol cars were stationed at checkpoints leading south. </p><p>Eagar has about 4,000 residents, while Springerville has another 2,000. In all, about 7,000 people have been ordered to prepare for evacuation in recent days. </p><p>With a blaze as large as this being driven by unpredictable and gusty winds, putting the fire out is a gargantuan task. All fire managers can do is try to steer it away from homes and cabins by using natural terrain, burning out combustible material first and trying to put out spot fires sparked by embers blowing in front of the main fire front. </p><p>While he gave no guarantees, Reinarz told residents he thought the towns were defensible as long as the wind cooperated and firefighters were able to use the lowlands to their advantage. </p><p>Reinarz and his crews have the confidence of residents, some who spoke up during the public meeting to offer support. Signs of appreciation have also popped up in front of businesses and homes. </p><p>For those who have been forced to leave, the American Red Cross has an evacuation center at a high school about 15 miles west in Lakeside, Ariz. The center was opened at Blue Ridge high after last week's evacuation of about 2,700 people from mountain communities, but only about 50 were there before the new evacuations Tuesday. </p><p>The cost of fighting the Wallow fire has approached $8 million, and forest supervisor Christopher Knopp said it's likely to get more expensive as more resources and personnel are used. </p><p>Another major wildfire was burning in southeastern Arizona, threatening two communities. The 166-square-mile Horseshoe Two fire has devoured three summer cabins and four outbuildings since it started May 8. </p><p>Arizona's largest blaze came in 2002 when flames blackened more than 732 square miles and destroyed 491 homes west of the Wallow fire. A fire in 2005 burned about 387 square miles in the Phoenix suburb of Cave Creek and consumed 11 homes. </p><p>------ </p><p>Christie reported from Phoenix. Now, this LBP could be caused by a multitude of problems?.muscle sprain/strain, spinal damage (subluxation), disc problems, or even an acute injury. When in fact, you only put a band aid over the pain and never got to the true cause of the problem.
