Canadian Universities Get $22M for Automotive Research | Science ...

The AUTO21 Network of Centres of Excellence, a Canadian auto industry research program, will get an infusion of $22 million to fund a series of new projects at Canadian universities for the next two years. The Canadian government will contribute $10 million to the fund, with manufacturers, parts makers, and materials suppliers proving the remainder.

The funding aims to support 40 automotive R&D projects at Canadian universities working with more than 100 private companies and organizations. The 40 projects are expected to involve some 200 academic faculty and 400 graduate students.

The research funded by the AUTO21 Network will include advanced material research, biofuels and clean diesel, children?s vehicle safety in Aboriginal communities, and improvements to manufacturing processes. The research is also expected to examine electric vehicle technologies and senior citizen safety issues.

In March 2012, the Canadian government allocated some $19 million for automotive R&D, with another $15 million added by industry. The funding went directly to universities, such as McMaster University in Hamilton, Ontario for its studies on lithium-ion batteries. Funds were also allocated to Canadian science agencies: Natural Sciences and Engineering Research Council of Canada, Canada Foundation for Innovation, and National Research Council Canada.

Also in March, the AUTO21 Network unveiled its Venture Partnership Fund. This fund supports short-term projects, for periods of about six months, on exploratory studies in advance of longer-term R&D, and for establishing industry partnerships.

Things All Filmmakers Should Know About the ... - Hope For Film

It contains vital information about crowdfunding and how it relates to film ? and is an important read for all filmmakers.

JOBS ACT TO HELP FILMMAKERS RAISE CAPITAL

On April 5, 2012, President Obama signed into law the Jumpstart Our Business Startups Act (the ?JOBS Act?). The JOBS Act encompasses a series of proposals that emerged in Congress over the past year, and that were ultimately brought together in a single piece of legislation receiving substantial bipartisan support. The stated purpose of the JOBS Act is to stimulate job growth and capital formation by removing and/or reducing certain costs and regulatory burdens applicable to smaller companies.

Specifically of interest to independent filmmakers, the JOBS Act introduces reforms to a certain widely, used private offering rule to remove the prohibition on ?general solicitation? and creates a new exemption for ?crowdfunding?, which, when rules mandated by the JOBS Act are finally adopted by the Securities and Exchange Commission (the ?SEC?) in approximately nine months, will offer the potential to raise money through small investments from a larger number of investors.1 Since rulemaking related to the elimination of the general solicitation rules in private offerings must be completed within 90 days, this exemption will have a more immediate impact than crowdfunding on capital formation for filmmakers.

ELIMINATION OF ?GENERAL SOLICITATION? RESTRICTIONS ON RULE 506 OFFERINGS

Private securities offerings under Regulation D promulgated under the Securities Act of 1933, as amended (the ?Securities Act?), are frequently used by filmmakers to raise capital through the issuance of equity or debt securities. Regulation D offerings are exempt from registration under the Securities Act, which eliminates the substantial burdens and expenses associated with public registration and reporting. The most popular exemption used for domestic private placements is Rule 506 under Regulation D, because the amount that can be raised under Rule 506 is virtually unlimited and, so long as the offering is made only to ?accredited investors? (i.e. generally investors that meet certain minimum annual income or net worth requirements), the number of investors is likewise (at least theoretically) unlimited.

However, issuers relying on Rule 506 have been prohibited from engaging in any form of ?general solicitation or advertising? to attract investors. The SEC has never precisely specified what constitutes a ?general solicitation,? but the SEC has cautioned in no, action letters that to avoid a general solicitation an issuer must approach only investors with whom the issuer has a ?pre,existing substantive relationship.?2 Over the last several years, many commentators have noted the deleterious effects on issuer?s capital raising created both by this ?general solicitation? limitation and by the vagueness and apparent internal contradiction in its interpretation.

Title II of the JOBS Act amends the Securities Act to specifically permit general solicitation or general advertising in connection with a Rule 506 private placement, so long as everyone who eventually makes an investment is an ?accredited investor?. The intended result is to permit issuers, such as companies formed to finance and produce films, to reach a broader pool of potential investors, regardless of whether they have a pre,existing relationship with the issuer.

It is important to remember, however, that the ultimate investors must be ?accredited investors?, and here the rules have changed slightly. The JOBS Act mandates that issuers relying on Rule 506 must now take ?reasonable steps? to verify that each investor constitutes an ?accredited investor? as defined in the Securities Act. At the least, this means that an issuer will no longer be able to rely on an unsupported representation by the purchaser that the purchaser is an accredited investor. Therefore, while the JOBS Act provides filmmakers the ability to cast a wider net and attract any accredited investor by means of a general solicitation, it will likely also place additional burden and expense on filmmakers to conduct some level of diligence on their investors to prove that they are accredited. The changes to the law also leave unanswered what methods or content the SEC will permit (or require) to be used in connection with a ?general solicitation? and how activities conducted in connection with general solicitations may affect other fundraising efforts by issuers.

Despite these uncertainties, the removal of the general solicitation prohibition may provide filmmakers the ability to seek direct access to potential investors. Depending on SEC rulemaking regarding general solicitation, it may in some cases mitigate the need for filmmakers to rely on intermediaries such as brokers, placement agents and finders to introduce investors and to bear the financing fees associated therewith.

CROWDFUNDING

In recent years, films and other art and charitable projects have used Internet ?crowdsourcing? donations to raise revenue. Instead of donations, ?crowdfunding? would permit companies to take in small amounts of money as investments from numerous individuals. Websites such as Kickstarter and Indiegogo have previously acted as crowdsourcing portals based on a donation model. The JOBS Act responds to a growing belief among many politicians and business people that entrepreneurs should be able to use this model in an investment context.

Title III of the JOBS Act adds a new ?crowdfunding? offering exemption to the Securities Act. The exemption is available to film producers and other issuers if the aggregate amount of all securities sold to investors by the production entity and its affiliates during the 12,month period prior to the latest transaction (including but not limited to any crowdfunding securities) does not exceed $1,000,000. The crowdfunding exemption restricts the aggregate amount that may be sold to any investor by the issuer during this 12,month period to either $2,000 or five percent of the investor?s annual income or net worth (if his or her annual income or net worth is less than $100,000) or ten percent of the investor?s annual income or net worth (if his or her annual income or net worth is $100,000 or more). In the latter case, the maximum aggregate amount that can be sold to the investor during the 12,month period is $100,000.

Both the overall limitation on the aggregate amount of securities that can be offered in the 12 months prior to the offering date and the caps expressed in the limitations on individual investors include not only securities sold pursuant to the crowdfunding exemption during those 12 months but also any other securities of the issuer purchased by that investor without regard to the 12,month period. This means, for example, that if a producer has raised $500,000 in a Rule 506 private placement, then for the next 12 months it cannot raise more than $500,000 in a crowdfunding offering.

However a filmmaker seeking to rely on the new crowdfunding exemption will not be able to simply post its offering on a website and accept offered cash. Rather, there will be a significant number of requirements on the manner of offering the securities and the types of information that must be made available to investors, the SEC and state regulators, as well as requirements for updating the information during the offering and after the offering is completed.

Perhaps most significantly, the JOBS Act requires that any crowdfunding offer be conducted through a registered broker or ?funding portal?3, not directly by the production entity itself. To satisfy the JOBS Act?s requirements that the broker take responsibility for the crowdfunding offering, the broker is required to:

? provide various disclosures, including disclosures relating to risks, and other investor education materials (to be prescribed by SEC rule);

? ensure that each investor (a) reviews these disclosures and materials (in accordance with standards to be established by the SEC), (b) affirms that the investor understands the risk of potential loss of the entire investment and that the investor can bear the loss and (c) answers questions demonstrating that the investor understands the risks of start,up investing, illiquidity of the investment and ?such other matters as the SEC determines by rule?;

? take measures (to be established by the SEC) to reduce the risk of fraud, including obtaining a background check and securities enforcement history on each officer and director of the production entity and each person holding more than 20 percent of that entity?s securities;

? make certain information required to be provided by the production entity (see below) available to the SEC and to potential investors at least 21 days prior to the first sale of securities;

? ensure that proceeds are only released to the production entity after a target offering amount is reached and allow for investors to cancel their commitments (as determined by SEC rule);

? verify (to the extent deemed necessary by the SEC) that no investor has exceeded the limits on aggregate investment in the production entity required by the exemption (see below);

? protect the privacy of information collected from investors (to the extent determined by SEC rule);

? not compensate any finder, promoter or others for providing ?personal identifying information? of any potential investor;

? prohibit its own directors, officers orpartners from having any financial interest in the production entity; and

? meet such other requirements as the SEC may deem appropriate for the protection of investors.

To rely on the new crowdfunding exemption, the production entity must also comply with a number of disclosure and offering requirements. In particular, the production entity must:

? file extensive disclosure with the SEC and provide to the investors and the relevant broker or funding portal information regarding (1) its name, address and website address; (2) the names of its directors and officers and each person holding more than 20 percent of its shares; (3) its business and its anticipated business plan; (4) its financial condition4; (5) the stated purpose and intended use of the proceeds of the offering; (6) the target offering amount, the deadline to reach the target amount and ?regular updates? on the progress of the offering; (7) the price (or the method for determining the price) of the securities offered and a reasonable opportunity to rescind the purchase commitment if the final price is not determined at the time the commitment is made; (8) a description of the ownership and capital structure of the production entity and the terms of the offered securities (including how the offered securities have been valued and the risks of being a minority owner); and (9) such other information as the SEC may require;

? not advertise the terms of the offering, other than to direct investors to the funding portal or broker;

? not compensate anyone to promote the offering unless the person clearly discloses the receipt of compensation in connection with any such promotional communication (pursuant to rules to be adopted by the SEC);

? file at least annually with the SEC (and provide to investors) reports of the results of operations and financial statements (as specified by SEC rule); and

? comply with such other requirements as the SEC may prescribe.

The SEC has been given 270 days to promulgate rules and regulations clarifying the crowdfunding exemption.

The information required to be made available by the issuer as described above is also to be made available to any state securities agency. Securities issued in a crowdfunding offer are exempt from certain state ?blue sky? requirements except that notice filings may be required in the state where the principal place of business is located or where purchasers of 50% or more of the offering are residents.
The production entity accepting the investment remains liable for material misstatements and omissions in information provided in a crowdfunding offer. Securities purchased in a crowdfunding transaction may not be transferred by the purchaser for one year following the date of purchase except to the production entity itself, to an accredited investor, as part of a resale registration statement filed with the SEC, to a ?member of the family of the purchaser or the equivalent? or, in the discretion of the SEC, in connection with the death or divorce or other similar circumstance affecting the purchaser. Finally, the JOBS Act provides that purchasers who acquire securities in a crowdfunding transaction will not be included in calculating the number of record holders that an issuer may have before it is required to make public disclosures under the federal securities laws.

Due to the 270 day period for the SEC to implement crowdfunding rules, filmmakers will be forced to take a wait and see approach on what the impact of crowdfunding will be on the film financing industry. The costs associated with engaging a funding portal remain unknown, as well as the full extent of legal and other professional assistance that will be required. In light of the $1 million cap on the amount of crowdfunding offerings permitted per year and the recordkeeping and other potential burdens associated with having a large number of micro investors, it is possible that crowdfunding may be less popular than some anticipate. Still, as Kickstarter and Indiegogo have proven in the context of donations, there are masses of previously untapped investors out there that the JOBS Act may now allow filmmakers to access.

It remains, however, subject to the examination, enforcement and other rulemaking activity of the SEC and such other requirements of the Exchange Act as the SEC deems appropriate and it must be a member of a national securities association registered under Section 15A of the Exchange Act (although the national securities association can only enforce rules adopted specifically for such portals).

4 Specifically, issuers using the exemption must provide the following financial information, depending upon the size of the offering: (a) income tax returns and financial statements certified as true and complete by the principal executive officer (if the aggregate offering amounts within the previous 12 months is $100,000 or less), (b) financial statements reviewed by an independent public accountant (if the aggregate offering amounts are between $100,000 and $500,000) or (c) audited financial statements (if the aggregate offering amounts are more than $500,000 (or such other amount as the SEC may establish)).

I?m with Blue Cross, and have generally been pleased with them for their health insurance, and how they handled my international case as well.

I don?t have a dental or a vision policy, but I found that most serious dental problems can be prevented *if* you brush with an electric toothbrush and floss every day. You?ll still need your 6-month cleaning.

Vision? isn?t covered by my plan, either, and that?s starting to hurt the checkbook.

For-profit schools jump to enroll military spouses

MIAMI (AP) ? "Unleash the dog trainer inside you," urges an ad for the online Animal Behavior College, which makes no bones about whom it's trying to recruit. In television and online ads, it speaks directly to military spouses. The message: You may be able to attend for free.

The ads are working. In three years, 2,255 military spouses have enrolled, and the college has collected more than $2.7 million in taxpayer-funded spousal education benefits from the Pentagon ? among the most of any school in a program called the Military Spouse Career Advancement Accounts, or MyCAA.

But three years into the MyCAA program, concerns are growing that it's been caught up in a broader gold rush by for-profit colleges to recruit students with military ties and cash the taxpayer-financed tuition checks they carry with them

As the Iraq and Afghanistan wars began winding down in recent years, Congress passed a series of substantial education benefits. The best-known was the post-9/11 version of the G.I. Bill, which updated the original version that put much of the post-World War II generation through college and helped fuel the country's postwar economic prosperity.

MyCAA was a small part of that broader effort, created by the Pentagon to support military wives and husbands. The benefit was seen as long overdue, considering the strains spouses endured during the wars and their high rates of unemployment. It was also a retention tool; by giving spouses a career boost, families might have more stability to stick with a military career.

But MyCAA has become particularly worrisome. Overall, 60 percent of federal education money for military wives and husbands has gone to for-profit schools, compared to 38 percent for the G.I. Bill in the 2011 fiscal school year. Neither program requires schools to be accredited; they only need to be approved by a state agency. And the Pentagon isn't tracking how many MyCAA beneficiaries have earned a degree or found employment.

"The Department of Defense is not doing enough to really oversee this program," said Sen. Tom Harkin, D-Iowa, chairman of the House Education, Labor and Pensions committee, which raised concerns about MyCAA in a recent report.

Another concern: Academically, the military spouse benefit is more limiting than other military education benefits including the GI Bill. It can be used only to pursue an occupational credential or an associate's degree, not a bachelor's or graduate degree. That keeps costs down, but sends a grating message to some, especially after the program ? originally open to all military spouses ? was limited to the wives and husbands of junior service members.

"I know many spouses who are junior ranks who want to achieve something more than an associate's degree," said Bianca Strzalkowski, a Marine Corps wife named "Military Spouse of the Year" in 2011 and who has traveled around the country speaking about education issues.

Strzalkowski said there has been an outcry among spouses over both MyCAA's restrictions and its lack of oversight.

"We usually have the same exact aspirations in life as our service members," Strzalkowski said. "The same skill set. If you are going to hold them to a certain standard, hold us to the same standard and make it an effective program."

The Animal Behavior College was started in 1998 by Steve Appelbaum, who previously ran a nationwide dog training business. Students start off with online readings and written assignments, and then are assigned by the school to an externship, with either a mentor dog trainer or at a veterinary hospital in their community.

Appelbaum said the model is a natural fit for military spouses because it can be done from anywhere. The program costs about $3,000; military spouses comprise less than 25 percent of their total business, he said.

"It's still a good chunk of students but it's certainly not what the school is living on," Appelbaum said.

Prisca Crisp, 25, used MyCAA to enroll in the school's dog training and veterinary assistant programs and graduated in 2010. Since then, she's approached six different animal hospitals looking for employment but has not found a job in the field.

"I've been going online and posting my resume everywhere," Crisp said.

Twenty-five percent of military spouses are unemployed, about three times higher than for the general population, according to the Department of Defense. Most want to work, but holding a steady job is challenging. Military families move frequently, leading to short-term employment and gaps in resumes. And some career fields can be harder to continue in certain parts of the country.

Pursuing a college degree can be just as challenging. Strzalkowski herself has enrolled in five different colleges since 1999, starting at a new school each time her family was transferred, and often finding her previous credits weren't accepted.

"I have taken an intro to business course at three different schools," she said.

The MyCAA program is designed to help spouses find a "portable" career ? a job in a high growth, high demand industry with likely openings no matter where they are stationed. That can include everything from baker or cosmetologist to mechanic or librarian.

Three years in, more than 3,000 schools have been approved to receive MyCAA dollars and 147,432 spouses have enrolled in courses. Department of Defense figures indicate course persistence is quite high: Spouses successfully completed 87 percent of the courses they were enrolled in during the 2011 fiscal year. However, the Pentagon doesn't yet know how that translates into degrees and certificates awarded, or job placement rates.

"You have to assume, I guess, and maybe this is wrong, but those that are using the funds for an occupational license or credential, that's what the funds are actually used for, to obtain that license or credential," said Aggie Byer, director for military spouse education at the department. But, she said, a thorough review is under way.

Part of the reason why there isn't data on outcomes like number of degrees granted and graduation rates is that many of the programs are not overseen by the U.S. Department of Education. Because schools like Animal Behavior College do not collect Title IV financial aid from the government, they are exempt from outcome-tracking as well as other federal regulations designed to protect students.

Harkin noted military spouses have just one chance to receive the benefit, and could be left at a significant disadvantage if, for example, they later try to transfer to a two- or four-year college degree program and find their credits aren't accepted.

"This money really should be used to help these spouses to go community colleges, for example, or to get a quality online program that is approved and accredited," Harkin said.

For spouses like Ivanna Fernandez, whose husband is in the Air Force and currently deployed in Qatar, the MyCAA benefit is one of their only opportunities to get some form of higher education paid for by the military.

The 20-year-old Florida native has moved twice with her husband, working odd jobs and caring for the Cavalier King Charles Spaniel puppy her mother-in-law gave her as a wedding gift.

Last year, she went online to search for a dog trainer school. The Animal Behavior College was the first result that popped up. The school's website prominently displays information on how military spouses can apply.

"They leave a little box for you to put your number in, and someone calls you almost within the next 10 minutes," Fernandez said.

Appelbaum, ABC's founder, said the school had not applied for Title IV approval because the relatively low price means most students don't need to take out financial aid to attend. The only approval the college has received is from the California Bureau of Private Postsecondary Education, which does a review of the school's financial resources, faculty, and enrollment agreements, said Russ Heimerich, spokesman for the California Department of Consumer Affairs.

Appelbaum said the school discloses to students that neither a dog training nor a vet assistant certificate is needed to pursue a career in either field. He said a certificate nonetheless helps open doors when seeking employment.

"If you spend 100 hours working at veterinary hospitals, assuming you don't get hired at that hospital, you are going to have a much easier time getting hired than if you just walk in off the street," he said.

Crisp, whose husband has been deployed to Iraq and Afghanistan, said the hospital where she did an externship wanted to keep her on staff but wasn't hiring at the time. She was told she'd get a call back but never did.

In the meantime, she's been working as a pharmacy technician, a field in which she earned a certificate from a community college before claiming her MyCAA benefit. She is doing some dog training on her days off and still has hopes of finding full-time work in the field.

"I just don't want to give up just yet," she said.

Others have had more luck. Sarah Casey, a military wife living near Seattle, found a job at a dog training and daycare facility within two months of moving to her family's current post. She had prior experience working at dog kennels and vet clinics, but still thinks getting the certificate was helpful.

"I gained a lot of knowledge," Casey said.

Fernandez was pleased with her course at ABC, but said she was never told that a certificate wasn't necessary to pursue a dog training career.

"I wasn't aware of that," she said. But, she added: "I wouldn't be able to be a dog trainer, though, without the program."

Fernandez is putting her hopes into making dog training a sustainable career. She's currently shadowing a mentor dog trainer assigned to her by the school and later plans to volunteer at a shelter. College isn't out of the question ? but for that, she'll have to find money elsewhere.

Investors in Taiwan may be cheering on Tuesday, after the country?s finance minister quit her job amid opposition to a capital gains tax she had planned to implement.

The Taiex stock index rose 2.9 per cent, its biggest daily gain since last October. But tax reform is not off the agenda. Some analysts say it might not be a bad thing for the country anyway.

The tax as proposed would have affected less than 1 per cent of investors, mostly institutional ones. But volumes in the market (and, of course, the market itself) have fallen significantly since it was first mooted.

Legislators of the Kuomintang (KMT), the ruling party, had proposed a milder version of the tax initially backed by Christina Liu, the now former finance minister (pictured). The opposition backs yet another proposal that, unlike the KMT?s, would also tax foreign investors.

It?s unclear yet what version of the tax will be approved. But Cheng-Mount Cheng, an economist with Citi in Taipei, says the KMT cabinet will likely push for the tax in some form.

Analysts at Macquarie say the tax would be positive for Taiwan, even if so far it is proving to be a drag on equities.

Part of the rationale for the tax was to address concerns that households were bearing too much of the tax burden, Macquarie?s analysts argued when the tax was first proposed. That?s a common complaint by small taxpayers in democratic societies ? particularly those, like Taiwan, where incomes are stagnating. But that, Macquarie wrote, didn?t make the complaint any the less valid:

Structural weaknesses in the tax system have intensified in recent years: as seen with Taiwanese enterprises who have used their Mainland business activities as a means of managing their tax exposure and the government?s high level of indirect subsidies to state-owned enterprises? a successful launch of CGT will offer a symbolic success pushing through an overall reform for Taiwan?s public finance.

Jordan Sena shakes off errors as Lamar beats Brush in 3A baseball to stay alive

GREELEY???In a span of a little more than an hour Friday afternoon, Lamar High baseball coach Dave Fassiotto watched his team transform from the Bad News Bears to the Bronx Bombers.

The Savages, who were facing elimination in the Class 3A championship series at Butch Butler Field, committed four early errors and spotted tournament unbeaten Brush a 2-0 lead.

"Oh, God! It's been our Achilles heel up here," said Fassiotto about his team's defense. "Finally the bats broke out and we started getting some hits in the right places."

Did they ever. The Savages stayed alive with a 13-3 pasting of the Beetdiggers thanks to a 10-run sixth inning, which ultimately enforced the mercy rule.

Lamar (19-5) will play another elimination game this morning at 10 a.m. against Eaton for the right to play Brush at 2:30 p.m. The Beetdiggers (18-7), by virtue of going 3-0 last weekend, were assured a spot in the state title game.

Lamar senior pitcher Jordan Sena, whom Fassiotto said was "on a mission," never blinked at the shoddy defense behind him. He settled down and retired 14 consecutive batters.

"Everyone has errors every once in a while," Sena said. "We just battled back and did a good job."

At the plate for the Savages, Tyler Jara did a ton a damage with doubles in the fifth and sixth innings that drove in two runs each time. Jara, Branson Jennings and Kelby Fassiotto each had three hits for Lamar.

Brush coach Mark Muniz knows his Beetdiggers will have to shake this one off quickly.

"We've got to get rid of it out of our mind," he said, "and know that we are still going to play (today) for a state championship."

In Pocatello, Idaho, virtually the entire town has been involved in a special Memorial Day celebration. NBC's Mike Taibbi reports.

POCATELLO, Idaho?--??I was walking past a hard-used SUV when the passenger window rolled down and a?woman?s?crooked finger?emerged, summoning me over to talk.

?See that man over there, in the red cap???she asked.??That?s my husband.? He started all this???

?All this.? As I let my vision follow hers,?I saw?a vista beneath a morning drizzle of more than 6,000 simple white crosses arranged more or less precisely,?filling the entire soccer field behind?Pocatello?s?Century High?School.? The crosses, seized together by a local Korean War veteran?and then painted, labeled and tapped carefully into the turf by hundreds of volunteers of every age and interest, were?the once-a-year memorial to the fallen in America?s two longest wars, in Iraq and Afghanistan.

?We have right now?6,378?casualties,? said?the man in the cap, who introduced himself as?John Rogers.? ?Each cross has a label, with the name and unit and casualty date?and if we can keep this going we?re not gonna forget them.?

I told him his?wife?Joyce?had?explained his motivation to me:?on the day he came home to San Francisco from?his war,?Vietnam, a ?hippie girl? protester?had met him as he stepped off the ship and let him know for the first time what his welcome home would be like????no matter his two Purple Hearts and three tours fighting for his country.

He got some fellow veterans to help him find the wood for the crosses and to fabricate simple labels,?and?talked the town into giving him the use of a piece of land. Then he?set up the first ?Field of Heroes.?

It was a simple idea, ?sort of like the Vietnam?Memorial in Washington,? Rogers said.? A gathering place where each name with identifying details would allow loved ones to reclaim moments of personal connection and remembrance, while permitting strangers who just needed to give thanks a gateway to learn what they choose to learn about the heroes who gave their lives so the rest of us can continue to flourish in ours.

That first year, there were fewer than 1,400 crosses.? Now, with well over 6,000, there?s almost no more room for additional crosses on Century High?s field;? but the Iraq War is effectively over, and Afghanistan is winding down.

?If we?re lucky, we won?t need this eventually,? Rodgers said.? ?But look,? he?continued, gesturing.??Now we have people?? veterans from Iraq and Afghanistan???they come here and find the special friend they lost over there???they get down on their knees and pray, in front of their crosses.?

And then there are the loved ones of the fallen:?like Tiffany Petty, whose husband Jerrick?Petty, with two toddlers back home in Pocatello, volunteered to go to Iraq only to be killed three days after landing.? Tiffany spent?several days with the volunteers affixing labels on the crosses of the other war dead, whose service and sacrifice have too often been overlooked by too many.

?I?ve seen that happen, and it just hurts,? she told me.??It hurts your heart, it hurts your soul???we need to remember these people.?? She looked across the broad field,?a?thick coil of labels hanging from one wrist.? ?And we need to remember them not as a group of people, but as?specific?people.?

Prepping for Memorial Day

For a few years now, Pocatello?s ?Field of Heroes? has been too big a job for John Rogers to handle with just a handful of friends.? Now Bannock County is lending a hand, and whole platoons of volunteers plow into a full week of preparatory work so the field will be ready when the long Memorial Day weekend starts.?

Scout troops, high school kids,?and?senior citizens pitch in, alongside?strangers?who are?moved to lend a hand. Big tents with generator-fired heaters?warm?the volunteers;?the local Sign-A-Rama shop makes?and donatesthe waterproof labels;?and professional surveyors measure?the field and line?up the rows so the matrix of crosses looks the way it should.? In the middle of the Snake River Plain, in the shadow of the foothills of the Rockies, more than a full brigade of the honored dead?appear?in silent and precise formation.

The visitors come from all over the?West, bonding?over?a patriotism that?s as humbling as it is palpable,?and?understanding each other?s tears.??In fact, there?s nothing like it anywhere in the country, though the feelings generated by a visit to this Pocatello yearly shrine are like those?that arise from?a famous national shrine:

?Arlington Cemetery is a long way from here,? said?Pocatello Mayor Brian Blad.? ?There?s a special spirit there???but you come here, you can feel that same spirit.?

?It?s immense now,? Rogers said, a touch of wistfulness in his voice as he surveyed?what his simple idea had turned into.? ?But it?s not just a field of crosses?you can come out and read each name?the dates, the places they died?and if you want you can learn their stories.

?It?s important, that we don?t forget the young people we?ve sent to war.?

The old soldier smiled.? ?Oh yeah,? he said, pointing to the flags stretched by the breeze on the periphery of the field. Each flag?was?accompanied by a yellow streamer.? ?I still make the printed yellow ribbons for every local soldier coming home.? I?ll keep doing that.?

Cabin door leaves a real divot after falling from jet onto Florida golf course

HALLANDALE, Fla. ? The cabin door of an airborne jet broke loose and plummeted onto a Florida golf course, just missing private condos.

The Canadair CL600 jet took off from Opa-Locka Executive Airport in Miami on Wednesday heading north when the 280lb (127kg) door fell off, The Sun-Sentinel reported.

It landed on the fairway of the 16th hole at The Diplomat Resort Spa in Hallandale Beach, narrowly missing nearby homes.

Fortunately, it was one of two days in the year that the course was closed while the greens were tended to.

Ed Walls, general manager of the $5,000-a-year resort, said, ?It?s the stairway from heaven. Fortunately there was no one on the grounds at the time and we?re very glad that no one got hurt. The course is ringed by private condo towers, so we are very fortunate that it landed where it did.?

The Federal Aviation Administration launched an investigation into the incident.

The co-owner of the jet, Jeffrey Berkowitz, exited the plane with his wife and two sons in Miami before it took off again.

He praised the pilot for avoiding any injuries and safely landing the aircraft after the door fell off.

He told the newspaper, ?We had just gotten off of it minutes before. I feel like I am completely blessed. I?m anxious to see the results of the investigation.?

The plane was due to fly to Pompano Beach, but was diverted to Ft. Lauderdale-Hollywood International Airport.

The regional government is enforcing regulations passed four years ago.

The Junta de Andaluc?a has rejected the construction of nine new golf courses in the region, saying the projects do not meet environmental and town planning demands. Six of the golf courses are inland and three on the coast.
The problem is that most of the new projects have housing included and do not meet regulations introduced by the Junta four years ago, where they have to justify tourist interest.

The affected inland projects are in El Agujetero, Osuna, and Montellano Golf in Sevilla province, Finca Corvite in Almog?a and Las Lom?s in Casarabonela in M?laga province, Las Lomas del Duque in Lucena, C?rdoba, and Castillo de Tajarja in Chimeneas, Granada.

The coastal projects are at Hoya ?ltica in Almer?a, Las Palmares between Salobre?a and Molvizar in Granada province, and the La Joyita Golf in Barbate, C?diz.

Two courses in C?diz province have met the Junta?s regulations, in Jimena de la Frontera where a 600 house and 900 tourist apartment complex is part of the project, and in Castellar de la Frontera, Sotogrande, where a 150 houses have been approved to complement the famous Valderrama course.

One interesting project in its first phase is promoted by the Libyan Foreign Bank and located in La Resinera on the Costa del Sol. The 70 million square metres of land, which was owned by Gadaffi, will see five million of it for a new course and 1,200 homes.
